  1. How can a DLC ensure that citizens within the community have access to an environment where an AUP protects members as well as the community itself, where individuals uphold laws, and a cooperative/collective venture provides robust, safe, and ethical resources and opportunities for learning?

A site moderator or manager should establish an AUP once the DLC is launched. Members need to made aware of its location on the site plus their rights and responsibility. Part of that responsibility is the consequences of not following the AUP, which could potentially be removal from the community and membership cancelation. The moderator or manager should also monitor activity as frequently as possible.

2. What is the best way to establish and maintain a flourishing DLC where citizens understand, observe, and are inclined to willingly support and ultimately benefit from Digital Rights and Responsibilities?

One idea way to establish and maintain a DLC is to remind the digital citizens of their rights and responsibilities and acknowledge how upholding them will benefit everyone in the community.  This technique is to establish a responsible foundation. The moderator reminds everyone of the Rights and Responsibilities, what the positives are for following them and what the negative consequences are when not following basic guidelines. The home page could list essential digital citizenship guidelines and protocol to follow as a reminder for all that visit the site.
